As the planning progressed, city officials recognized the need to combat common complaints regarding the taste and odor of the water. Listening to their customers, they decided to incorporate advanced technologies into the upgrade. Construction kicked off in April 2023, focusing first on addressing capacity, and a remarkable 30% of the project has already been completed.
The budget for this ambitious project is estimated at $86 million, a significant investment that reflects the city’s commitment to providing high-quality water to its residents. Zaengle emphasized that, “Our customers expect to be able to turn the faucet on and have water there; they don’t want to hear or be under use restrictions.”
State-of-the-Art Ozone Technology

This innovative method addresses the organic compounds that sometimes linger in the water, effectively oxidizing and removing them. According to Zaengle, “The plant will be the only one in the midlands with ozone technology and one of only five in the state.”

Zaengle reassured residents that despite the scale of this project, the funding will come from a variety of sources, including bond funds, and it won’t directly lead to an increase in water bills for customers.

According to Zaengle, most of the expansion work will be underground, so while there will be some new structures, the overall appearance of the plant will remain relatively unchanged. “If you were to walk from the beginning to end, you’ll notice that there is a difference, but it’s not going to end up being except for those in part really that there are a whole new set of structures out here that weren’t here before,” he said.
