Columbia, S.C. – There’s a bittersweet feeling in the air as the community prepares to bid farewell to Robert “Robby” Kerr, the Director of the South Carolina Department of Health and Human Services (SCDHHS). On Monday, Governor Henry McMaster announced that Kerr will retire from his role, a position he has held with great dedication and vision since April 20, 2021. His last day in office is set for November 1.
Governor McMaster expressed his admiration for Kerr, calling him a “remarkable leader” and a “dedicated public servant.” In a statement, he shared that Kerr’s insights and guidance have been trusted by governors, legislators, and colleagues throughout his years of service. “South Carolina is a better place today because of the contributions and accomplishments of Director Kerr. He will be missed,” the Governor said.

The agency doubled the number of school-based counselors, providing children with crucial support right where they learn. In addition, more than $45 million was invested to establish innovative EmPath crisis stabilization units in hospitals, along with historic collaborations that funneled over $100 million into regional inpatient behavioral health hubs.
Kerr’s proactive approach also included stabilizing the Medicaid budget, which has become essential in ensuring that services remain accessible and effective for the community. By improving provider rates and expanding service offerings, he made a significant impact on the state’s healthcare landscape.
Despite his achievements, Kerr’s work is far from finished. The staff at SCDHHS has taken the framework left behind by Kerr to develop and execute a comprehensive modernization plan. This plan aims to enhance the agency’s enterprise and enrollment systems, ensuring that South Carolinians continue to receive the healthcare they deserve efficiently.
