Farewell to a Leader: Robert Kerr to Retire from South Carolina Department of Health and Human Services

Columbia, S.C. – There’s a bittersweet feeling in the air as the community prepares to bid farewell to Robert “Robby” Kerr, the Director of the South Carolina Department of Health and Human Services (SCDHHS). On Monday, Governor Henry McMaster announced that Kerr will retire from his role, a position he has held with great dedication and vision since April 20, 2021. His last day in office is set for November 1.

A Legacy of Leadership

Governor McMaster expressed his admiration for Kerr, calling him a “remarkable leader” and a “dedicated public servant.” In a statement, he shared that Kerr’s insights and guidance have been trusted by governors, legislators, and colleagues throughout his years of service. “South Carolina is a better place today because of the contributions and accomplishments of Director Kerr. He will be missed,” the Governor said.

Kerr’s journey with SCDHHS began long before his tenure as director. For an impressive 22 years, he served the organization in various capacities, gaining valuable experience and knowledge that he applied to reshape the state’s Medicaid program.

Transformative Changes

During his time as director, Kerr has led significant transformations that positively impacted healthcare services across the state. His tenure has been marked by a series of daring reforms aimed at improving community health. Notably, under his leadership, behavioral health services saw substantial improvements. The agency doubled the number of school-based counselors, providing children with crucial support right where they learn. In addition, more than $45 million was invested to establish innovative EmPath crisis stabilization units in hospitals, along with historic collaborations that funneled over $100 million into regional inpatient behavioral health hubs.

Kerr’s proactive approach also included stabilizing the Medicaid budget, which has become essential in ensuring that services remain accessible and effective for the community. By improving provider rates and expanding service offerings, he made a significant impact on the state’s healthcare landscape.

Looking Forward

Despite his achievements, Kerr’s work is far from finished. The staff at SCDHHS has taken the framework left behind by Kerr to develop and execute a comprehensive modernization plan. This plan aims to enhance the agency’s enterprise and enrollment systems, ensuring that South Carolinians continue to receive the healthcare they deserve efficiently.

As his departure date approaches, many are reflecting on the changes that have taken place under his guidance. The positive effects of his leadership will undoubtedly be felt for years to come.

What’s Next?

With news of Kerr’s retirement, many are now speculating who will step into this pivotal role at SCDHHS. Governor McMaster has assured the public that he will make an announcement regarding future leadership for the department soon. The anticipation is palpable, as stakeholders are eager to learn who’s next to carry on the important work initiated by Kerr.

In the meantime, as families and individuals continue to navigate their health care needs, they can reflect on the strides made under Director Robby Kerr. His tenure brought significant advancements that not only modernized the Medicaid program but also paved the way for a healthier future for many South Carolinians.

While the state prepares to say goodbye to a key leader, the improvements and initiatives set in motion will hopefully live on, continuing to enhance the health and well-being of individuals across South Carolina.
